Typical BBA fixes:
1) address water flow.
2) adjust lighting to balance with nutrients.
3) get your hands dirty.
You’ve got your lighting and nutrient info, so making adjustments isn’t blind shots at least. Flow is a bit tough in that tank, takes some trial and error. I’d give some time in manual cleanup, and hope the plants eventually pick up the pace, as the initial nutrient excess tapers off.

I can only grow plants when they're completely under water. Everything else is doomed.
