Question Lighting in a 10 Gal

I'd like to start up a 10 gal with diy co2. I have an extra 30" compact fluorescent fixture floating around without a bulb. Never used it, so I'm not entirely sure if it works.

Is 65 watts of compact fluorescent light too much over a standard 10 gallon tank, with a limiting factor of diy c02?
If so, could you put a shorter, same style pinned bulb in the fixture?

I'm terribly sorry to even make this thread. I basically had the same questions about the last attempt I made at sufficiently growing aquatic plants, but I want to try again.

The ballast is made for a specific wattage bulb. It might turn on but I'd imagine it would over drive it and shorten it's usable life.

Looks something like this

How would I tell? A search turns up bulbs that look pretty different.

@GTR
Thanks, that's understandable.
