Should my tank be "cycled"?

I cleaned out my Deco Kit 3 gallon aquarium and decided to set it up as a shrimp tank. I added gravel, water and bio media (into the fliter) from an established tank. I threw in some java moss as well. Obviously I'm going to test the water before adding shrimp, but shouldn't this tank technically be "cycled" because everything was added from an established tank? Will it be safe to add Red Cherry Shrimp in a few days?

I am rather sure that if you substantially "agitate" you tank I.E. really mess with the gravel; the happy bacteria and all of the decomposing media (fish poop and fish food) are forced into the water and can throw off the balance of nitrates, nitrites and ammonia. In short, your tank will re-establish itself much more quickly than a tank started from scratch, but it should be considered unstable at the moment.
