Betta and Blue Gourami? Fish stock 26 gallon

Planning out my 26 gallon, finally got a test kit and will be checking my water parameters for the first time ever. Currently only have a few guppies.

Option A:
1 blue/pearl/powder gourami
1 Female betta
~12~16 Neon or Cardinal
2-3 Coras, Oto's or tiny loaches

Option B:
1 male betta
Some other 3" fish,
~16~20 neons or Cardinals
Few Coras, Oto's or loaches

What fish in the ~3" size range are compatible with a betta and small tetras?

Not sure if this is on the heavy side or not. Filter is a Penguin 200, might upgrade to Fluval 206 however not convinced of the benefits of a canister filter system. Last thread I made some told me to do a simple sponge filter.

I haven't had betta's but have read that they are not a good fit with gouramis. Not sure if that's just males or either sex. Maybe something like HY511 tetra (candy cane) or Bentosi tetras might work. They're about 2" and swim a little lower in the tank. I have the HY511's and they are pretty peaceful. The Bleeding Heart tetra is very similar but a little larger.

This is true. Bettas and Gouramis share the same strata in the tank. The females tend to be more apt to take care of themselves while the males and their fins are easily victimized and tend to be less hardy.

Ok so just don't do bettas at all? How would you guys stock the tank? I'd like to hear suggestions.

I do not recommend a betta with your other fish choices-they're likely to get their lovely betta fins nipped off by the faster moving fish.
Bettas and gourami are in the same family and are both territorial fish-one will kill the other.
I don't know what a "Coras" is.. do you mean cory (Corydoras )? cory, otos, and loaches all do better in groups of 6 or more having fewer they'll be more incline to hide.
