The road to riches, VIA PLANTS!

howdy ya'll, not the plant master checking in again with a plethora of n00b questions for you DIY maestros.

What i have is 12 pots, and a 10 gallon tank.

I am planning to fill the pots with miracle grow that is wet, and have about 1-2 inches of old tank water on the bottom.
My lighting will be a 20?watt CFL
I will use saran wrap to keep the moisture in.

My questions are;
Will this work? anything to look out for, mistakes that are easy to avoid?
What plants should I be using? I was thinking mostly stem plants like Rotala and Ludwigia
How do I plant them? just like normally? do i cut them so they're small?
How long does it take for them to go from submerged form to emerged, do i need to "help" them? if so, how?
Also, how do i convert them from emerged to submerged for my tanks?
Lastly, how many times do i need to squirt water via spray bottle until condensation takes care of it? the house NEVER goes below 23degress c

Never done this before myself but!

Betting that mold could be a problem in the future and
some form of air flow would be important.

Just something to think about.
