I have allergic reactions to perfumes thus I don't think I can use epoxy The plan is to:
1. put glue 2in wide on the bottom of construction paper,
2. shake glo-powder over the glue.
3. Spray clear paint over it.

Glow in the dark paint

I buy overnight luminous paint and luminous stone. It is better to put luminous stone in the water. Luminous stone is more suitable than luminous paint. I bought it on this website and recommend it to you.
