Hi, I was wondering if having bubbles from my bubbler(my c02 diffuser) going to the top of the tank. Is it normal for the c02 to bubble at the top of the tank?

I have DIY c02 with yeast and sugar

Have you been putting in any medication like Pimafix or Melafix? I know these can create bubbles?

Is there a film on the surface of the water? Lack of current in this area? Maybe the film is enough to hold the smaller bubbles under the surface?

Only bad things happen quickly.

I think its kind of normal, since the bubble didn't dissolve on the way up. If the bubbles stay there for a while then you might have a problem.

As others said, it is pretty normal. Put your co2 bubbler under you filter's return and see if it fixes your concern. If it does not, see if you can increase your water agitation a bit.

This is nothing to be worried about too much.
