Reactor problem?

Just setup a Rex reactor tonight...The last couple of weeks I had just run the CO2 tube into the intake of the filter (fluval 404)...During that time I hadnt noticed any bubbles coming out of the spray bar....Once i hooked up the reactor (to the output of the filter) , Tons of small bubbles are coming out of the spray bar....Is this normal?...Anyways, here is the pic of the setup...

IMO you should flip the reactor. This will give the co2 more time to dissolve. Have the co2 coming in from the bottom. Do you have this hooked on your intake or outtake?

The reactor is plumbed in correctly as long as there are a few inches of tubing in the body of the reactor.

It's pretty normal. There is a lot of trapped air bubbles in the reactor body. They can take up to 48 hours IME to purge.
