DIY co2 reactor

I have a question that adrise when I was looking at this pic... that I was thinking of making.(Vortex Turbo mini CO2 system)

The co2 enters from the top and goes in that green cylinder, when that fulls up it goes in to the clear cylinder where the water pump is moving the water around. Of course the sponge helps mix the co2 into the water.Does the water exits from the bottom or what.

Pump creates a vortex, CO2 is swirled around and diffuses, water pressure pushes diffused CO2 through sponge, tiny CO2 micro bubbles exit reactor. I have 2 of the larger model and they work very well, the pump to cylinder mating required some attention on mine....DC
