cleaning substrate

i have about 50lbs of really stinking substrate that i want to use, how can i clean it?
can i soak it in bleach water then treat it with prime later?

any ideas would be great

I used bleach water and dechlorinator on pea gravel, not sure I would do so with anything porous like Flourite.
