auto water change need valve without pressure to open

hi i'm almost done with my auto water change set up everything will be set on a timmer but am stuck on the draining part solenoid valve need pressure to open and am planing to drill two hole in the tank one for over flow and one for draining at %30 water change every other day, I need a electric valve that can be set on a timmer to open for draining but solernoid valve need pressure and there is no pump since it a hole in the tank to creat pressure for the valve any help is apreciated

What about something like this: SAFETY SIPHON
You could put the pump on a timer rather than a valve. Just a thought. Whatever you end up doing, post some pics and diagrams please
