I found some thin sheet aluminum at my local surplus metals company, about .015 inch thick, and made reflectors shaped like \_/ with the bulb in the middle, and the "wings" adjusted so I could see a complete reflected image of the bulb on either side of it. I did this for CFL bulbs, but it would work for T5 or T8 bulbs too. I didn't do any polishing of the aluminum, other than cleaning it good, and it doubled the PAR I got from the bulb. I think aluminum flashing is that thickness, so it should work too, especially if you polish it a bit.

Aluminum flashing behind a dual T8 fixture. Flashing came in a roll from Lowes, is maybe 12" wide, and I creased it by pinning it between a couple 2x4's and bent. No tools except cheap tin snips and a cordless drill to put a few holes in it to screw it into the fixture. Shaped like: \_/
