Not able to completely close off DIY co2

I’m using a DIY co2 system and tried to close the tap at night. However, even if I tighten it as much as possible (even used pliers) there’s still somehow a bubble every 13 seconds. Is this lethal? If so what can I do to try seal it off?

I know one method is to leave an air pump running at night but I don’t seem to have enough space to plug one in. Could the flow of a HOB filter help?

You don't say what size your aquarium is but it would have to be really tiny for that bubble rate to be a problem. Sounds like you have a bad shut off valve. I'm hoping this isn't a needle valve you're using pliers on!
