Question Cheap DIY Light Fixture for 10 Gallon Tank

i have been looking at new hoods for my 10 gallon tank (see link below), but they are all too expensive for me at the moment. Does anybody know a way to get around 3 watts per gallon using homemade hood or lamp? This lamp would need to be able to grow plants. Also, can LED lights grow plants and what is the ratio of watts per gallon when it comes to LEDs.

LEDs grow plants very well. I don't think looking at watts per gallon will serve any purpose. A possibly better way is to look at the total lumens produced by a light that will give you the intensity you need, then selecting LEDs to match about 2/3 or so of that total lumens. For a 10 gallon tank, for example - from A 55/65 watt PC bulbs gives about 4800 lumens, and it provides medium light when in a typical fixture on a 10 gallon tank. About half of those lumens reach the substrate or 2400 lumens. Two thirds of that is 1600 lumens. So, if you had 10 LEDs each producing 160 lumens you should get about medium light with them over a 10 gallon tank. You might need even less LEDs, but that is a ballpark way to estimate what you need.
