There are several ways to do it "right". The way I have mine set up is:
First, I have an overflow set up to keep the water below the level I want it to be. Then, I use a plant watering timer, battery powered, from Home Depot to turn on the tap water for a 20 minute interval once a day. That water feeds two drip watering flow limiters, which control the flow to .25 gallons per minute, so I get 5 gallons of flow from each limiter. Each of those goes to a Riparium through 1/4 inch drip watering vinyl tubing, through the wall, to a U shaped pipe over the back of each tank with a screen on the end to keep fish out of the open end. The water flows in much faster than it flows out of the overflow, so every day the water level in each tank goes up about 1/2 inch, then slowly drains down through the overflow out the wall to a bucket on my deck, where I collect it for watering deck plants. Every morning I empty the buckets watering my deck garden.

Here is a schematic of what I have for each tank:

Others here have completely different systems which are also "right".

Here's one I made for my old 400g. This is probably as simple as you could get for a water changer, although it's more a 24/7 'drip system'

EDIT: pics aren't working so here's the link: http://www.monsterfishkeepers.com/fo...d.php?t=303090
