Question Creating a filter for a 10 gallon tank, on back..

Instead of creating an in tank filter overflow type, which will take some space in the tank 10 gallon tank, why not create it outside of the tank and just silicone it. Will the 10 gallon tank handle it? any suggestions on how to create one.. I've attached a rough draft of the filter. Another problem is how should make or drill the overflow, I'm thinking just use a dremel and cut a rectangular slot and put in a light diffuser.
