Question Improving Flow in 5.5g

I'm having issues with mulm build-up and stringy algae in my 5.5g and I'm thinking the water flow is part of the problem. I have an Aquaclear 20 on it right now and just got an Azoo 180 nano powerhead.

I would like to put the filter on the side of the tank, but my light legs take up too much space, so it has to go on the back. How should I arrange the filter and powerhead so I get the most flow without them cancelling each other out?

I was thinking of getting some PVC pipe or flexible tubing to change the intake source or make a spraybar. Is it worth it to do that in a tank this small? Would the resistance from tubing just reduce the water flow?
