20 gallon "Cosmic Buddha" by Phish

I have a bunch of leftover stuff from my 10 gallon before i decided to get serious and upgrade, so I picked up an extra tank today, got a brand new 20 gallon high with light and hood for 13.99 bucks from petsmart!

I want this tank to be kinda fake looking, you know, fake ruins and buddha stuff in the tank, along with real cool looking fake blue and purpleish plants, green blue and brown grave with cool rocks. It is going to be full of neon tetras and other cool looking fish that would look good with the gravel.

20 gallons
1.7 watt light (I am thinking I need an upgrade)
aqeuon filter now, upgrade soon (any advice?)
just a mix of gravel and little rocks for substrate

this is going to be super low tech, I am sure I will add some live plants like anubis nana and java fern/moss from my 10 gallon, but I want this to be real colorful and fun.

this tank is supposed to contrast my natural looking one, and to be honest I am really excited about the ease of this tank compared to the complications that come with keeping freshwater plants healthy.

any advice for fish or aquascape to get the tye die shirt effect I am going for??

I am checking the tank for leaks now but will get it out and full shortly.

would 2 HOB power filters on the back be sufficient if I got the right ones or should I get another 2213 and a HOB filter?
