Your tank looks nice. I do not know how long your photoperiod is, but for my tanks I have a photoperiod of around 8 hours. Also compact fluorescent bulbs are quite bright. You might like to go to the lighting forum, and there is a sticky there that lists important threads on lighting. Find the one called "Lighting an Aquarium with PAR instead of Watts." I currently run one 23 watt CFL over a 29 gallon tank and it is a few inches from the top of the tank too. (This is a non-CO2 tank.) I can't speak for the long term, but so far it is working.
You may want to switch to a lower wattage bulb if you determine that excess light is leading to the algae problem. How much CO2 your particular DIY setup can produce is an important factor too. The less CO2 you have, the less light you need to have, otherwise algae is a problem.
