Welcome to the PLANTED Tank! Nice Angels you got there.

Your biggest problem is the light... just enough to see the fish, but not enough to grow plants.

Good hardy beginner plants are Java Ferns, Valisnerias, Cryptocorynes, they are also not very tasty for fish.

About 2 Watts/gallon is a good start, around 100-120 Watts for your tank.

For 4 ft tanks there is a huge selection of different lights, both linear fluorescents and power compacts.

How much money do you want to spend?

I don't know much about Jebo PC lighting, but I do know their Odyssea Metal Halide series has caught on fire in more than one instance and has had numerous problems. That alone would make me stray. This would give you just a little over 2wpg:

Or check out the freshwater 48" strip here:

Coralife is a fairly well known brand and I've had good experience with their lights as well as current-usa lights (orbit series.)
Depending on where you are located you might also want to check you local craigslist's used section if you don't mind used items:

I get great deals off of CL.
