Wanting to setup a new tank

I have been away from running a fish tank for a few years and am wanting to get back into it. I have been wanting to get a biocube, but am not sure what would be the best one. I like the looks of the oceanic 29g Biocube hqi, which produces 150 watts and am not sure if that is to much for a planted tank. If so there is another biocube that is 28 gallons with 105 watts.
I would like to run the filter built in until I can afford to get a cannister filter to run with it. Also want to run Co2 when I can afford to but not something I need right away. If anyone has any suggestions please let me know because I will be going to look at some tanks on the 23rd. Also if there is any equipment I have to have besides a heater and filter to get started also let me know on that. I am wanting to make this go around successful.
