Shaggy2061's 37 Gallon Planted Tank

So I know i have my 5.5 gallon tank and it is awesome but i am planning on upgrading.

Here is the plan have stand for a 29 gallon tank 30 1/4 x 12 1/2
And i am getting on the 28th of this month new but free tank hopefully 37 gallon
30 1/4 x 12 1/2 x 22 3/4 if not a 29 gallon 30 1/4 x 12 1/2 x 18 3/4

My List of questions is starting to surpass my list of answers

Question 1 Lighting
I want to be able to grow just about anything with the light I get . So given i am a cheapskate(because I'm poor)
Can i get away with only one of the following 2 options or will i "NEED" 2 Or are there Better LED solutions. LED only please. Gotta keep the power bill sorta down!
Finnex
https://www.amazon.com/dp/B00U0HMWLI...=1PKUQM0OI7T20
Nicrew
https://www.amazon.com/dp/B01ID3OK3S...=1PKUQM0OI7T20

Question 2 Substrate ?!?!
Suggestion please i want to set it and forget it . No Ph swings and no replace it every year or two. Do not mind adding fert or the like. I do not want to have to keep tearing tank down all the time to replace the soil.
Any suggestions are welcome?

Question 3 Plants

Gonna start off way slow so CO2 is in the future but to start of with. Plant suggestions please?

Question 4 The residents
So i was thinking i want to do a lot of nano fish in this tank so I can have a lot of movement in there.
Can you all make some suggestions via picture and name?
OH and a ton of shrimp... LOVE THOSE GUYS!

My Large Tank or The slow boat to China

I would go finnex for the lights and I believe it has at least a one foot spread from 22 and 18 3/4 I believe so too. I have a fluval 2.0 and love it, donít know about price range on the 30 in but it has a substantial amount of PAR.

AS (aqua soil) itís (IMO) the best planted substrate in the world (for sale at least) and lasts awhile. With the quality your looking at 80-120$ worth of substrate though. I believe you would need two 9liter bags.

Plants- I love Anubis (nana petite, coffefolia, nana) all of these look very nice, java fern, moss( java, Christmas) crypts. All of these are pretty easy, and look nice. The only ones that grow faster is the java moss but without co2 it shouldnít be a big problem at all.

Fish-

Rummy nose tetra

Green neon tetra (neon blue to me)

Norman lamprey killifish (beautiful neon eyes)

Cories cats (pictured are Sterbai)

Pearl gouramiís (larger but will give variety to the sizes)

Quick facts about them
Rummys schools super tight

Green neons are just super neon and beautiful to me

Norman lampeyes have a neon blue eye and they are smaller and very active

Cories are a type of catfish and they schoal together along the substrate level (they have lots of personality and they tend to stay together a lot.

Pearls are very peaceful and almost never eat shrimp.

For shrimp I would recommend Amano shrimp ( the best algae eater) and cherry shrimp (they breed prolifically if given a decent environment.

I hope this helps

Quick Update ... For fathers day i was taken to Oceans Floor and allowed to pick out some driftwood .. I like it leaves plenty of room up top for fish to hang out above it.

Question: I am getting 50 par at floor in center of tank is this gonna be good enough for my S.repens carpet i am working on?

Having huge algae issue.
Done several water changes of 50 percent.
Reduced light to 6 hours a day
Stopped Dosing

After 4 days no water changes test results are as follows
Temp 77
PH = 7.3
Ammonia = 0
Nitrite = 0
Nitrate = 0 ??
Phosphate = 0
Still getting algae Like mad crazy
My 5 neon tetras do not seems to care. Not sure what to do next?!?
