2.5g nano-- New Inhabitants and now with Pics!

I'm shifting from my current 29g setup that takes up too much room in an apartment with a premium on space, to a smaller nano tank to fit on my desk, which is huge!
I'm gonna set up my post kinda weird, but i'll explain it. I'm gonna write the different facets of the aquarium, and the options that i'm looking at, followed by the approximate percentage of how sure i am that i want that option.

Tank
I'm thinking of 3 options, 2 prebuilt and 1 custom made
-2.5g prebuilt 50%
-2.5g custom 30%
-2g prebuilt 20%

Substrate
I have eco-complete in all my tanks right now, so i have plenty to go around.
Eco-Complete 100%

Scaping
I have access to multiple types of rock, slate, and wood, but i think i'm pretty sure what i'm gonna use in this tank. (Pics to come eventually)
-Lace Rock and Manzanita 90%
-Suggestions?? 10%

Heater
I have a simple heater:

Is this enough? What should i do on the heating front?

Filtration
I dunno exactly what my plan is here, but i'm thinking about the red sea nano

CO2
Defaulting to DIY unless there is a very economical pressurized system for this size tank.

Lighting
I'm thinking of getting a spiral desklamp for this aquarium.

Fauna
Because of the small size of the tank, my fauna capabilities are low. I'm gonna list the percentages vs. not having the animal rather than having them compete against eachother.

-RCS/other Neocardinia 80%
-Otocinclus 50%
-Rasboras (IIRC, there's a micro type) 30%
-Small Tetras 30%

Flora
I don't want to spend too much on this tank, so i'm gonna use some plants from my current tank.
-Microsword 100%
-Rotala Indica 80%
-Rotala ?? (it's in my tank, but i forget the name, i'll post pics for an ID soon) 80%
-Suggestions? 80%

This is a budget/size constrained tank. My budget is $100, but i think that most of that will go to fauna/flora. I am so very much welcome to ideas/suggestions/criticism/etc.




I'm gonna put a latest FTS below and replace it as i go along

27w cfl over 2.5g? As i'm well aware, the wpg rule breaks down in smaller tanks, and even more so for spiral cfl's, but it sounds like i'd need major pressurized CO2 and an algae eating crew of 1000 to keep up. Am i mistaken?

After a 4 month hiatus, i'm back from the abyss called the end of the semester! An update on this project... I have bought the tank and an internal filter (a hagen elite) due to the fact that i had an amano shrimp that i didn't want to sell back to the LFS, so i needed to set up the aquarium really quickly. I yanked some eco from my 29g prior to tearing it down and put in a piece of mopani (i think) with some java moss attached. I haven't bought a light yet in order to kill most the moss off (that stuff is evil!).

I have decided to make this a shrimp only tank, probably buying a few more amanos for my lonesome buddy and some neo/cardinia color morphs.

I have questions about where to go from here.
1) Should i replace my internal filter with a red sea?
2) I'm thinking of having microsword and hc as a foreground... Does anyone have other suggestions for the foreground?
3) I want to buy a desk lamp to light this thing... Recommendations?
4) I'm not sure what to use as background plants for this... i think that i want some different colors... Some reds, light greens, and dark greens... what can you suggest?
5) I'm planning on having Amano's, CRS, CBS, and some neo-cardinia... what types of neo's can you recommend? (cherries are always a good fallback)
