Tip; the less sand you do at one time the quicker it rinses, and its easier to stir. So resist the urge to do a whole lot at one time.

There's probably an easier way to do it but that works for me

This. I 'stir' it with the hose. Not that dusty usually to begin with and not hard to fill and dump the bucket a few times. Don't really need to let it settle. Rinse, dump, and repeat.

Rinsing it also wets it well and gets any fine floating material out so you don't get the film and stuff on top and little sand bubble-blobs when you fill it.
