Does the nitrite stage of a cycle get skipped or minimized with seeded biomax?

I've recently (day 5 today) started fishless cycling a 5 gallon (Spec V).

I took the bag of biomax from my established 10 gallon (year old) and put it in the Spec V. Grabbed the new biomax that came with the Spec V and put it in the 10 gallon to replace the loaded one I'm using to seed the new tank.

Is a bag of established biomax (from an ac20) enough to give an instant cycle?

I've just had a mesh bag hanging in the tank with food pellets in it for ammonia for the 5 days. With the bag sitting in the tank;

Ammonia .50
Nitrite 0
Nitrate ~20

Using the liquid API testing kit, this is the second time I've checked with the same results. Wondering if it's safe to do a large water change and add fish (just a single betta)?
