Cooling a tank

It's summer, and it's getting hotter. This is the first year I've had a shrimp tank, so I'm not sure how my shrimp will fare in this heat. The tank goes upwards of 86 degrees F during the hottest part of the day. I've taken to putting a fan beside it (I used a footstool to position the fan so that the airflow goes over the surface of the tank).

But is there a better way to cool the tank? This method is really awkward and cumbersome.

Instead of a small fan close to my tank, I have a 20" fan on a table farther away from my tank. I get to share the cool air with my fish. Win!-Win!

EDIT: Be sure there is no cover on the tank. The air blowing across the water is what causes 'evaporative cooling' (blowing air on the glass does very little cooling). I have to top up my tank water every morning.
