is my tank cycled already?

i have just put up a new tank, took all the substrate and plants from my previous tank. took half of the water and put on the new one. Also brought one of the two canister filters from the old one. Is it safe to move my fish to their new home? How soon can i move them?

Most important is to heavily plant the tank, then you don't need to worry about cycling the tank. The plants will use up any ammonia as soon as the fish provide it, so it won't build up at all.
