Drop checker reagent problem

I think there is something wrong with my ph reagent. When I add 4dkh water and few drops of ph reagent to drop checker, it turns green not blue like every guide says. But when I add 8dkh water (tap water) instead of 4dkh it turns blue.
So what's the problem or there isn't any?

The reagent that should be used is pH reagent, one that gives a blue color at about 7.6 pH and yellow at about 6.0 pH. There are other reagents used in pH test kits, but the only one I know of that gives those two colors at those pH readings is bromothymol blue, which is the right one. When Bromothymol blue reagent is made, it is adjusted to be blue by adding sodium hydroxide until it turns blue - at least the directions I read for making it said to do that. So, I suspect that not all reagents of that type are the same.
