Using the 'calculator' on Tom Barr's site, I came up with these EI values/quantities for a 38 gal tank;
Plantex CSM+B 1.101g / 0.5PPM
KNO3 1.759g / 7.5ppm
KH2PO4 267mg / 1.3 ppm
K2SO4 2.404g / 7.5ppm
To be dosed 2 to 4 times/week
I believe this is to be used with high light and co2.
I'm running low light/dirted/med planting.
My take on what I have read is that the above values should be reduced to 25% with maybe 2 doses/week and a weekly water change.
Is this a good starting point??

Lights = on 4hrs, off 4hrs, on 4hrs
There is some mistakes. you are going to add 7,5 ppm of K (target) from KNO3 with but dont you see that your are going to add KH2PO4 and K2SO4 these elements has K inside too? so you are going to overdose potasium
my sugestion is to calculate your doses of KH2PO4 and K2SO4 for NO3 and PO4 and then look how many of K these elements has. the target of K from K2SO4 is stil 7,5 - ppm of K from KH2PO4 - ppm of K in KNO3 = K in ppms target fr K2SO4 dosing. ill help you:
K2SO4 544 mg - K 1,7 ppm
KNO3 1,759 g - K 4,73 ppm - NO3 7,5 ppm
KH2PO4 267 mg - K 1,07 ppm - PO4 1,3 ppm
K in PPMS from all additives is 7,5 ppm (1,7+4,73+1,07)
By the way your nitrate levels is very high. Not the right time to start adding more.
My offer for dosing:
Dose 1.923 g K2SO4 and 267 mg of KH2PO4, untill the nitrates levels start to fall, when it reaches 20 pp and under start dosing as i sugested.
if the cycle is in the begining i sugest to reduce lighting period 3 on 1 off 3 on. Don't do very huge gap between lighting.
One more thing, while it cycling (first month) the best way to WC is that:
day 1 macros + Excel (1/2 dose)
day 2 micros
day 3 macros + Excel (1/2 dose)
day 3 micros
day 5 50% Water change. + Excel full dose
