Problem cycling Amazonia

Has anyone else had a problem cycling Amazonia substrate? I'm on day 17, 2ppm ammonia, 0 nitrites. The thing is I have two other tanks with that substrate no problem cycling. I've added some cycled media from other tanks and an entire bottle of safe start, and still nothing. I know that the bacteria has to have kh in order to grow and spread, i'm having to add baking soda to keep the KH up. The only thing I don't like is that it has to exhaust the substrate quicker. Not really sure what to do at this point? I would think a day 17 I would see some sort of nitrites....
