My nitrates never get above 5 ppm.

Ammonia and nitrites have never budged from 0 after I finished cycling a month and a half ago. Nitrates have also stayed less than 5 ppm at all points. I have a big sword, a couple of crypts, anubias, java moss and italian vals. Are my plants just using all the nitrates up? It is a low tech tank, 40gb, current satellite LED, fertilized with root tabs, excel and flourish.

Depends on your fish load. If you have a low bio load, then the plants are probably utilizing most of the nitrates.
