do i need to fertilize under these conditions

Hi, my name is Damon. I am new to this hobby and am unsure if I need to use Fertilizers for the plants in my Tank. The Tank is a 46 Gallon bowfront aquarium, the filter is a marineland penguin 350 with biowheel, i used eco complete for my substrate. the water parameters are:

Temp: 78 degrees F.
PH: 7.0
dgh: 4.48
dkh: 2.24
ammonia: 0 ppm
nitrites: 0 ppm
nitrates: 40 ppm

unfortunately these plants were bought by someone else so i do not know what they are. I've included some pictures in case someone can identify them.Click image for larger version

The thing that most affects if you need to fertilize is how much light you have. The more light, the faster the plants try to grow, and the faster they try to grow the more nutrients they need to support that growth.

Light in a planted tank is best measured in PAR units. To do that you need either a PAR meter, or a lux meter, which will read approximately 70+ times the PAR reading for typical planted tank lights.

Thank you Hoppy for the information , first of all where would i find a PAR meter? as far as my lighting goes i currently am using a single 36" T8 25 watt colormax bulb I'm not sure if that is enough but i am seeing some new growth on some of my larger plants, the grass however is not looking to good at this point but still has some green. my Tank dimensions are:
length= 36"
Depth= 15"
Height= 20"
