Can't get my co2 to 30ppm

Im running my co2 through powerhead that shoots it around the tank.
I tried so much ways.Pressurized 20# 3bps-4bps
ADA dropchecker with billionz 4dkh

Inline= i would hear gurgling in 1 hour or so and drop check is still blue.
rhinox diffusor= doesnt even make a change.
powerhead and diffusor= makes a vortex and spins it around then blasts out into the tank, still blue.
powerhead into inline= still the same no co2 change

im using 3x39w T5HO right now. I doubt that the plants are using co2 that fast..
Maybe i should refill the dropchecker? Maybe it got fried

Do you have a canister filter, if so try a reactor on the outflow of the filter, or alernatively, try introducing CO2 on the intake side. I have not ever done the second option, but a lot on here claim it works well.

What are the symptoms of the plants, algae, fish, shrimp,
from not being able to hit this specific number based on an
estimated solution of 4dkh?

3-4bps should be plenty of C02 under normal conditions.

Algae can't tell i just rescaped yesterday with new lights. But i have bba on my hairgrass and other plants. The fish are normal snooping around for food.
They seem normal, My plants are pearling a little. But that can be from the
co2 bubbles flying everywhere.

7 hours since my co2 and lights were open. Still no change

can the KH or the GH of the tank water change the result?
Or is my kh messed up?

They shouldn't really matter whn it comes to dissolving co2 into the water. kh is a buffer against ph change due to the addition of co2, it doesn't really prevent co2 from being dissolved. When you had the reactor inline, are you sure you had it the right way? Mine all work great at dissolving co2

Yea my inline flow was up to down and my co2 line was at the middle top.
I would hear gurgling after sometime. perhap i should put the co2 feed higher?

Yea, keeping the co2 feed near the top, where it can meet with the rushing water and have lots more time to stay in the reactor will likely increase the effectiveness of the reactor. How large of an aquarium is this?

I would tend to agree that 3-4 bps on a tank this size, when diffused effectively, should easily get you higher co2 levels. Are you outgassing co2 in any way(surface agitation etc.)?

only mild surface agitation, only swirls no ripples. It only started a week ago where the dc would stay blue all the time.

Could it be that co2 tank ran out of true co2 gas? The tank pressurize is around 600
