Help with water changes schedule

I am new to having a planted tank and was wondering about performing water changes and vacuuming the gravel. There are various fish, two snails and an african water frog in the tank. Right now I perform a 20% water change on a 20 gallon freshwater tank every two weeks. I also vacuum the gravel when I do this. I recently added an anubias barteri (sp?) that is tied to a piece of driftwood and will be adding java fern and peacock moss to the same piece of driftwood. Cryptocaryne wendtii will be planted in the substrate as well as an anubias nana. I plan to add a few more plants but only a couple more. Should I then perform just water changes as I have been doing every two weeks or should it be more frequent such as 10% every week. Also, will it still be necessary to vacuum the gravel as I know the fish waste helps the plants, or should I only vacuum around the areas that are not planted? I do not have a water testing kit and just go to the LFS who do this for me. I know I really need to get one but xmas has left me short on $. Please let me know what should be done.
