More Water Parameter/Fertilizer questions

Ok so I get that algae problems are mostly caused by a mismatch as it were in light and CO2 levels, or hopefully I've gotten that right, and by nutrient imbalances vice phosphates causing algae blooms.

So just out of curiosity why do I see so many places stating that phosphates cause algae issues? How did that get started in the first place? And most importantly does that mean I can stop worrying about my Neutral Regulator which is phosphate based causing algae problems?

My next question deals with PPS fertilizer dosing and this mix of macro nutrients.

In 1 liter bottle:
59 grams K2SO4 (Potassium Sulfate)
65 grams KNO3 (Potassium [COLOR=blue !important][COLOR=blue !important]Nitrate[/COLOR][/COLOR])
6 grams KH2PO4 (Mono Potassium Phosphate)
41 grams MgSO4 (Magnesium Sulfate)

Now in my tank fish, excess food, plant bits that settle to bottom before I see them and all are contributing to the ammonia/nitrite/nitrate cycle and producing nitrates that will be (hopefully) all used by the plants in the tank.

Given that fact shouldn't the proportions above need to be tweaked a bit depending on the amount of nitrates 'naturally' produced in your tank?

I use about the same mix I dose PPS style for my tank. At first I was dosing 15ml every other day, and was testing daily. levels was too high so I just throttled back to 9mils and it was right on the money based on my bio load and the whole cycle and what the plants were using. I didn't change my mixing formula I just reduced the dose of my solution.
If you wanted to adjust the single chemical you can use one of the calculators that target single chemicals at a certain part per million dissolved.
