co2 cause cloudy water?

can REALLY high levels (40-50 ppm) cause cloudy water? i have a cylinder/regulator set with a touchy needle valve. at 25 ppm water is crystal clear. the next step up with the touchy needle is 40+ ppm and the water gets cloudy. it isnt bubbles i am seeing. it like when you get bacterial bloom.

I have run a lot higher than 40 with no effect on water clarity. I do not think the co2 is doing it.

Most of the cloudy water I see comes when I dose traces it seems to percipate into the water column or something.
