Adding root tabs

I'm thinking about adding root tabs. Its not something I usually do as my plants are fairly low maintenance, low needs in my other tank. But setting up my 29g, I think I have a few plants that may benefit. I have a very tall stem that looks like bacopa (sorry, don't know for sure), rotala (red leaf, don't have high hopes for this one, but got it with a bunch of other plants at an auction), egeria najas, corkscrew vals, water wisteria, a sword and some tiny crypts. I have a single 8000k T8 fluorescent tube that runs about 8 - 9 hrs. Flourite substrate capped with gravel. No CO2.

Is the flourite enough for these plants? Would root tabs help? I also don't want to encourage algae if I don't need anything extra.

And I'm also in the middle of cycling. Would it be okay to add root tabs now, or best to wait until the cycle is over? Thanks!
