Phosphate questions

I'm having some minor issues with hair algae. Had my water tested at my LFS as i don't have the test kit for phosphates yet.

Tank water .5
source water .25

what ideally should my PO4 level be ?
i have some phosguard that i have had for a while and thinking about adding it to my filter basket.
any advice ?

Anywhere from about .5 on up is fine. I have seen some test results of about 4 or 5 ppm. Phosphate is not the cause of algae. Phosphate is a plant fertilizer.

Tell us more about your set up?
Lights, CO2, substrate, fertilizer schedule, stocking...

nitrate 12.5 ppm or less (tetra kit only shows 12.5ppm increments)
T5 HO 10k/colormax 9hrs a day
pressurized CO2 3-4 bps
Flourite with inert top layer
hob 350
powerhead for circulation

Flourish 1/2 cap weekly after weekly %40-%50 water change
started dosing 1.5 dose excel to fight the hair
I scaled by photo period back to 9hrs from 12

12 Rasboras
4 serpae
4 oto's
1 Dwarf Gouramis

I shortened the photo period and started excel and that has helped a great deal but I have not quite gotten it out yet. I still see some in the roots of my HC. I actually believe I had some get smuggled in from a new bunch of Rotala. and about that time I also got fed up with a red tail black shark and plopped him in the African tank. That's about when I started to get over run. Then i added the otos.
