Absolutely. The PAR data suggests a single light will provide good low light. Put 2 together and you're into medium/high light and will definitely need CO2. I'm no expert by any means, but my guess would be the experts would tell you a single light with CO2 would be a good start, and you can you grow many plants with that setup. Adding a second light could get tricky, cause algae, etc... if you're not dialed in on the CO2/ferts. My opinion, start with a single light and go from there. You can always order another!
BTW, for the money, there is probably a more cost effective single light fixture out there if you really want medium/high light. However, if you want LEDs, the Finnex are the way to go IMO. I have the Finnex Ray 2 over a 20H and love it.
