Tapwater and kH

Is it normal for kH to fluctuate in tapwater? When I first set up my tank, I tested kH and pH almost daily to read the co2 charts. My tapwater and tank water were always at a kH of 4 so I eventually stopped testing kH.

I've been doing large water changes daily to deal with the eco-complete phosphate issue. Yesterday, I tested my kH and it was 2 in both my tank and in my tapwater. I was very surprised to find this. Is this normal?

In many areas of the country it's not uncommon for water chemistry to fluctuate during the year as the water source changes. Different wells and such.

Here in Portland we see a change in water chemistry in late summer when to switch to the backup wells. Also during very rainy periods we can notice a change in the water chemistry. Since most of our water comes from the Bull Run watershed and is not pumped from the ground.
