Most plants like some hardness in the water, but some thrive and need very hard water, like Vallis.
All sources describing Magnesium use as a nutrient say that soft
need an additional Mg supply. GH 12 is not "soft".
I would say, no, you probably wont need Mg suppliment with GH 12 but then it depends on other factors..... for example, if you had intense light/2
/all other macros & micros and
didn't change water regularly, this might strip out the Mg from the water over time if you have plants that require large ammounts.
Regular water changes will probably supply all needed Mg with GH 12.
Here's the signs of defficiency just for reference (be aware that Mg defficiency prevents a plant from properly using iron, so symptoms appear the similar)...

Symptoms do not appear until the deficiency is well established. The plant will be stunted. Leaf veins will stay
green while the remainder of the leaf turns yellow. Brown spots will appear and the plant will dry out. Flowers will be slow to develop, if at all. Flowers that do grow will be lackluster.
