Chlorine evaporation and water changes

ok so im running low tech (no CO2 or ferts) and my tank footprint is 4 feet by 2.5 feet and it has no lid, so i go through about 15 gal of top off water every week
because i go through so much of it i keep a 30 gal trash can full of top off water
i use prime to dechlorinate but since the water sits in a trash can for a few days before i even use it, do i even need to use prime? wouldn't the chlorine have evaporated by then?
my water has no chloramines
my logic tells me that unless i do periodic water changes I'm going to create a build up of prime or hydrosulfite salts or something
(I'm not sure what is left after Prime reacts with chlorine)
is there any other reason besides chlorine removal to treat your water with prime
I've been researching this topic literally all day and was wondering what you guys have to say

I would aerate the top off water for a day after filling the reservoir. No need for chlorine remover if done that way.

Prime helps bind and render ammonia nitrates and nitrite less poisonous to fish and more readily handled by bacteria. It remove chlorine and detoxifies heavy metals.

Chloramine will stay around much longer. Check if you have chlorine or chloramine.

yeah i checked our water report and theres no mention of chloramine but I'm going to call the water department monday to make sure
