If you have two 13 watt incandescent night lights over that tank, you don't need fertilizers because no plants will grow.

Question

What kind of lights are they? regular flourescents, compact flourescents, incandescents?

Assuming that those are screw-in spiral CFL bulbs, in a standard incandescent 10 gallon tank hood, you probably have from 30-40 micromols of PAR, which is good low-medium light. If you use CO2 you will be able to grow most plants very well, but slowly, and you will do better if either the substrate is a nutrient filled one, or you dose fertilizers.

flourite good enough or would you still dose ferts? if so,whats a good fert

Flourite is inert - no nutrients. The best way to dose is the way that is described in the sticky at the top of the fertilizing forum. You can buy the chemicals from http://www.aquariumfertilizer.com/ or http://www.greenleafaquariums.com/aq...ertilizer.html or a few other online stores.
