Help with new tank

2 months ago I set up a new 10g tank with Pool Filter Sand a new HOB filter and heater.
I started with 3 feeder goldfish to cycle the tank. 2 died within the first 3 days, the last one lived for 2 weeks. After the last one died I did a 50% water change because the ammonia was high and added a large bunch of anacharis.
Now for the last 6 weeks the ammonia level has been at 1ppm. I have done water changes and the ammonia never changes. I have added mulm from my other tanks, but still no change. I have been adding Stresszyme and still no change.
Not sure what to make of it.
I want to move my tetras from my shrimp tank to this, but I can't if it won't cycle.

Any suggestions.

First off, what type of test kit are you using? And do you know if its accurate and not giving you a false reading. When I cycle a tank I add a small amount of food every couple days so bacteria has something to feed on. Even test your water your using from the tap/well. And if you can add some of the filter media from another tank. Or even go the your local LFS and ask them for a small amount of the media they use in thier tanks to help with your cycle. What levels are you nitrate's and nitrite's at?
