High phosphates

Question, so I know i need a better phosphate kit, I use the seachem multi test phosphate, my tap reads at about 1.5-1.7 but my tank is 2.5-2.8+ and I haven't even dosed ferts yet, what could be causing my tank to have high phosphates? I don't over feed I only feed high quality foods, should I stop dosing phosphate until I can get a better test kit and just dose my usual nitrate 10 ppm 2x weekly (20ppm total) as it's 5ppm directly after a water change 10-15 before a 50% WC? Could this be the issue with my hair algae problem?

off topic hope this is allowed, I was told I'm running to much blue light on my fluval 3.0
Opinions on this please.

I just rearranged the tank, new driftwood rocks, topped the plants and replanted them and discarded bottoms, pearlweed has to grow in.
