Substrate dosing question

Ok all you fertilizer gurus out there got a couple things I wana ask. So ok here's where I'm at, had a 20 gallon tank setup for about 2-3 months, found out I over stocked it so I went and picked up a 29 gallon tank on sale at Petco, gonna be setting it up soon so I'm trying to make some decisions for it before I get started. Going to be using some miracle grow soil and capping it with gravel since I don't like how I currently have my setup in the 20, but will be using some of the soil in it for the bb in it.

Now my question is if it'd be safe to use liquinox fish fertilizer in the soil, it's a liquid fertilizer made from fish waste I believe. Been using the seachem plant pack fundamentals for my 20. If the liquinox isn't safe what would you recommend?
