Fluvial stratum or RODI

Does fluval stratum loose its ability to soften water, because I have very hard tap water that is not the best for growing plants, but fluval stratum keeps it just soft enough for the plants to do well. Should I continue to rely on the stratum to keep my parameters in check or should I use remineralized RODI water to get the exact parameters I want?

Use the Stratum with RO + gH boost.

Stratum alone won't work. If you keep on adding hard water to it you will exhaust the buffering capacity. If you have water too hard to your liking get an RO/DI unit and your hobby will become immensely more enjoyable.
