tap water and testing

I am going to start using tap water so testing the ph is 8.5 right outta tap am I understanding i should let it sit overnight to get a true ph reading?

my tap water is around 9.4 coming out of the tap, after treating it with prime and let it sit for 2-3 days, it goes down to the mid 7. Whatever the water company add to raise the ph in the water it seem to go away after a few days. Also, I found that if you need to lower the ph quickly without using any chemical buffer and you have one of those Brita water pitcher at home, run your water through the brita pitcher filter and it instantly lower you ph down to the mid 7, at least that works for me if you need water quick.
