Fertilizer Dosing Help

I've been keeping fish for years, but i'm new to planted tanks and have no idea where to start with fertilizers. I know that there is some experimentation involved and dosing varies form tank to tank, but thats about it. So I was hoping someone could tell me where to start and how to go from there. It's a 65 gallon tank with a fluvial 3.0 light and co2 injection. The only plant I'm trying to grow is monte carlo. Also, what should my water parameters be and what parameters should I test.
Ph - 7
Nitrate - 20 ppm
Nitrite - .5 ppm
phosphate - .25 ppm
kh - 80
gh - 150
