Is my tank cycled?

Iíve cycled tanks before but this is the first time Iíve used tetrasafestart.

Setup:

10 gallon unheated
Put 6 rosy red minnows in dechlorinated water.
Waited 24 hours
Put Tetra SafeStart plus
Planted 30% of the substrate
Put azolla (floaters) to cover half of the tank
Tested water after 8 days.

My test kit showed .25 ammonia, 0 nitrites and 10 nitrates.

My water out of the tap tests at .25 because of chloramines.

Is my tank cycled...? Iíve been feeding the fish everyday with repashy gel food.

Fish show no signs of distress or ammonia poisoning. They are doing very well and gained a ton of weight from getting actual food. They enjoy pecking at the plants. They swim around the tank normally, no gasping at the top or dwelling at the bottom. Very active and foraging for good in the substrate.

Mini pond: 3 guppies, 2 rosy red minnows
